The Latin American and Caribbean region is heavily modernizing its public administration to make governments more effective, efficient and open for the benefit of citizens. An open government is transparent and promotes participation and collaboration, with a view to improving the quality of public services.
For some years, the Latin American and Caribbean Institute for Economic and Social Planning (ILPES) has supported the countries of the region in formulating their own action plans to deliver more and better democracy, by encouraging active collaboration between government agencies and bodies at all levels, and between those agencies and citizens. Technological innovation through use of open data is another resource that ILPES promotes to give public and social value to the data collected and produced by government institutions.
